their title from the appointment from time to time held by them and, as far as possible, they will draw salary from the Department to which they may be attached.

I do not think that it would be advisable to
adopt a similar practice with regard to promotions from Class III

to Class II, 28 in making appointments in the latter Class, regard is had, as far as circumstances allow, to an Officer's fitness for a particular work.
